Instigated when the City of Stirling secured the right to hold the National Surf Life Saving Championships at Scarborough Blackwell & Associates were engaged to implement the $9M first stage of this project.

This included: improvement of the beach front and reintroduction of the dune system at the western termination of Scarborough Beach Road; the upgrade of west Coast Highway and the car parking and al-fresco areas along the northern extent of The Esplanade plus the creation of extensive grassed terraces.

A major new 1,000 seat 'performance standard' amphitheatre is the highlight to this project. Since its completion the amphitheatre has become the City's most frequently used and successful outdoor venue.
