Joondalup City Centre represents a seminal piece of work in Perth's planning and urban design development history. The streetscapes master plan prepared by Blackwell & Associates required a " total design approach" to the new urban fabric.

The approach was based around the hierarchical road structure, contrasting Australian native plants with exotic deciduous trees on opposing cardinal axes.

The detailed design addressed many specialised urban design elements including custom kerbs with individual artwork inserts. Blackwell & Associates were also responsible for introducing a comprehensive, dedicated, on-road cycle system for the first time in WA.
